Всемирный альянс международных финансовых центров / World Alliance of International Financial Centers (WAIFC)

Аналитический центр «Форум» – один из инициаторов создания международной неправительственной организации «Всемирный альянс международных финансовых центров» (World Alliance of International Financial Centers, WAIFC). В декабре 2016 года представители Москвы, Парижа и Франкфурта-на-Майне подписали в Москве Декларацию о намерении создать WAIFC. В июле 2018 года представители 11 финансовых центров подписали в Париже Декларацию о создании Альянса, и в октябре 2018 года Альянс был учрежден как международная некоммерческая ассоциация с офисом, зарегистрированным в Бельгии.

Основными целями Альянса являются создание гибких и прозрачных механизмов для обмена информацией, содействия взаимному сотрудничеству через обмен опытом, ведение совместной исследовательской деятельности, содействие развитию финансовой грамотности, выработки рекомендаций по определению наиболее эффективных методов работы и донесению информации о важности международных финансовых центров для национальных экономик и социального развития.

WAIFC опубликовал второй доклад по финансированию МСП «Роль регуляторов в скорейшем устойчивом восстановлении экономики после пандемии COVID-19»

Всемирный альянс международных финансовых центров (WAIFC) выражает озабоченность проблемами, возникшими в общественной и экономической жизни вследствии пандемии COVID-19. Задачей недавно созданной в данной связи рабочей группы WAIFC является поиск регулятивных мер по ускорению усточивого восстановления экономики.

Приоритетом рабочей группы стало регулирование финансирования малых и средних предприятий. МСП по всему миру серьезно пострадали от последствий пандемии. Произошло резкое падение потребительского спроса на товары и услуги в результате введения мер изоляции. Это, в свою очередь, замедлило темпы производства. Многим компаниям пришлось приостановить деятельность на неопределенный срок под угрозой полного ухода с рынка. Пандемия привела к закрытию границ, что затруднило товарообмен между странами и разрушило производственно-сбытовые цепочки.

В сложившихся условиях жизненно необходимо оказать МСП помощь в сохранении бизнеса и мягком переходе к этапу устойчивого восстановления.

В докаладе анализируются регуляторные и надзорные меры, принятые государствами-членами Альянса, оценивается их эффективность в сохранении непрерывности бизнес-процессов во время пандемии. Также доклад содержит рекомендации регуляторам по оказанию помощи МСП для их быстрого восстановления.

Йохен Бидерманн, Управляющий директор WAIFC, прокомментировал публикацию доклада: «Как только в начале 2020 года мир охватила пандемия COVID-19, мы осознали степень ущерба для малого и среднего бизнеса. МСП являются опорой наших экономик. Пандемия нанесла удар по многим отраслям, но МСП пострадали более всего, поскольку, в отличие крупных компаний, их специализация ограничена. Крайне важно оказать им помощь в преодолении кризиса и безболезненном переходе к устойчивому восстановлению».

WAIFC выступил с декларацией по пандемии

Всемирный альянс международных финансовых центров (WAIFC) выступил с декларацией по поводу текущей пандемии, где подчеркивается роль, которую международным финансовым центрам предстоит сыграть в смягчении текущего кризиса и подготовке экономического восстановления. Декларация формулирует задачи на короткую, среднесрочную и длительную перспективу. В краткосрочном аспекте критически важной является тема устойчивости, а в качестве наиболее уязвимых и нуждающихся в финансовой поддержке названы предприниматели, стартапы, мелкие и средние предприятия (МСП), работающее население в целом.

Финансовая индустрия должна оказать поддержку потерявшим работу и вынужденным работать на неполной занятости. В качестве главных направлений на среднесрочную перспективу декларация называет увеличение инвестиций и развитие цифровой инфраструктуры. Для работы по этим приоритетным направлениям WAIFC создала четыре рабочие группы: финансирование МСП, регулирование, устойчивые финансы, инновации и финтех.

Долгосрочной задачей WAIFC считает пересмотр экономических моделей МФЦ и повышение приоритета инновационных бизнес-моделей, устойчивой экономики, а также экологических и социальных аспектов.

Александр Волошин, член Совета директоров WAIFC: "Сегодня мы еще не знаем глубину глобального экономического кризиса, вызванного пандемией COVID-19. Но мы можем отметить: в отличие от последних кризисов, не финансовый сектор является источником этого кризиса. Наоборот, финансовый сектор встретил кризис в хорошей форме и сегодня является частью решения. Это накладывает на финансовую индустрию особую ответственность. Многие правительства приняли широкие программы поддержки малого и среднего бизнеса, а также программы социальной помощи. Усилия финансового сектора сфокусированы на том, чтобы облегчить кредитную нагрузку на бизнес и граждан, и предоставить доступные финансовые продукты во время кризиса. Это правильный вектор. Новый вызов, который стоит сегодня перед нами, – финансовый сектор должен сохранить свою устойчивость и на выходе из кризиса, вызванного пандемией. Уверен, что опыт инновационной трансформации финансовой индустрии, который был накоплен в предыдущие годы, позволит нам стать более инклюзивными, адаптивными, эффективными и, главное, полезными для наших клиентов и экономик".


JOINT DECLARATION


Brussels, 27.05.2020 — The world’s leading financial centers stand together and will do their part to mitigate the current crisis and to prepare for an economic recovery. International financial centers will play a vital role in getting the world’s economy back on its feet as well as in serving the real economy and society as a whole in the post-crisis.

The global economic shutdowns necessitated by the pandemic have required unprecedented interventions, and our industry has been vital in supporting these actions. As soon as the Coronavirus is defeated, we need to restart the global economy as part of the recovery process.

In the short term, resilience is critical. We need to protect and serve the most vulnerable parts of our economies:

Entrepreneurs and start-ups are key sources of innovation. We need to support them in challenging times with emergency funds. SMEs are the backbone of our economies. They represent a large part of global employment, and we need to support them. They need access to both public and private funding. The working population in general. Many people have lost their jobs due to the current crisis, and others are employed only part-time with lower wages. The financial industry needs to support them for keeping our societies together.

In the medium term, countries need to scale up investments and continue to develop digital infrastructures. During the phases of lockdowns, we have experienced the importance of digital services in finance and beyond.

To contribute to these different priorities, we have set up joint international working groups to issue new recommendations.

Our authorities have started to address these issues nationally, but we firmly believe that international cooperation for a global economic response is critical. We need to support various initiatives, including fiscal and monetary stimulus. In this way, mitigation action will be much more effective.

Governments and regulators need to continue to coordinate their response to the pandemic. Firms will need the space and regulatory assistance to focus on meeting the challenges ahead. Countries must avoid the self-defeating lure of protectionism and work together to open trade and investment constructively and sustainably for our economies.

And in the long run, it is essential that we reconsider our economic models and give a new priority to long-term perspectives, innovative business models, sustainable economies, and environmental and social considerations.
