Russian Government Approves Customs Roadmap

The Russian government has approved the customs regulation roadmap, signed by Premier Dmitry Medvedev on 29 June.

The Roadmap aims to simplify the transfer of goods and vehicles across the Customs union border in the process of import/export to/from Russia. Customs procedures are simplified, made easier, quicker, more transparent and cost-effective through state-of-the-art IT and customs focus shifting to post production control, says the document.

The measures are expected to improve the investment climate in Russia.

Roadmap KPIs are World Bank’s Doing Business annual rating criteria. The key performance mark is Russia entering the rating’s Top 20, according to the roadmap. Russia’s position in International Trade must shift from #160 in 2012 to #79 in 2015 to #17 in 2018.

For import goods, the amount of paperwork required to clear customs should drop from 10 to 6 to 4 documents (in 2015 and 2018 respectively), the clearance deadline down from 25 to 15 to 7 days, and the clearance deadline for green channel goods, down to 2 hours versus today’s 96 hrs and 24 hrs in 2015.

The same timeframes for export should be down, respectively, from 8 to 4 documents (by 2015), from 25 to 15 days in 2015 and 7 days in 2018 and from 72 to 24 hours in 2015 and 2 hours in 2018.

Heads of federal executive bodies charged with the roadmap implementation (particularly the Federal Customs Service) will report on a quarterly basis to the Ministry for Economic Development.

The Ministry will monitor and control the implementation and report to the government on a quarterly basis.

The Finance Ministry and federal executive bodies are advised to take the roadmap into account in planning the federal budget for the next fiscal year.
