Eurasian Economic Community and Interstate Council Summits will be Held in Moscow

On Monday, Presidents of Russia, Belarus and Kazakhstan will discuss the Common Free Market Zone operational issues and coordinated measures in case of the third country outside pressure on members of the Customs Union.

The CIS/Eurasian Economic Community and Interstate Council Summits will be held in Moscow on Monday with the participation of the three Presidents: Dmitry Medvedev, Alexander Lukashenko and Nursultan Nazarbaev.

According to Russian President assistant Sergey Prikhodko, the first summit agenda includes the issues of the CIS/Eurasian Economic Commission establishment, chairman and collegium members appointment. Before it was approved, the Head of the Russia Ministry of Industry and Trade Victor Khristenko will become the first chairman.

In particular, it is planned to sign the decision about carrying into effect the package of 17 international the Common Free Market Zone agreements, which allow to create conditions for free movement of not only commodities, but services, capitals and labor force.

The President assistant added, that among Moscow summit major topics are the coordinated measures in trade and economic policy in case of third country outside pressure on one of the Customs Union members.

According to the draft decision, in case of such pressure the information is immediately passed to the CIS/Eurasian Economic Commission for advising in oder to define and evaluate negative economic influence of such measures on each of the Customs Union member and to develop coordinated response.

"At the summit the Presidents will discuss how to coordinate further work with Kyrgyzstan and Tajikistan and not to diminish attention to the CIS/Eurasian Economic Community ", Sergey Prikhodko said.

Besides, in order the Customs Union can operate in case one or some of its members join the WTO, and to establish the mechanism, which will allow country-members to join other international organizations, it is expected that the agreement about the Customs Union operation within the frame of the multisided trade system from May 19, 2001, will be signed to become effective.

"The three leaders summit will become an important landmark in economic integration process at the Eurasian area", the President assistant mentioned.

Sergey Prikhodko underlined that today, from the moment when the Customs Union of the three countries was formed, "we see the substantial increase in goods turnover, mutual investments, and other effects, which support the most important medium-sized business, and minor companies, regional associations are more and more involved in integration processes, which means not only oil, gas, minerals and major infrastructure projects".

"With the removal of the customs barriers and other difficulties, which impede goods, capital and labor force turnover, we can say with cautious optimism, that these decisions will have multiplier effect. I am sure, that in two-three years we will be witnesses of the considerable and multi-increment goods turnover in a number of goods items", the Kremlin representative said.

Sergey Prikhodko reminded of the recent Russia-EU summit in Brussels and underlined that the European colleagues were interested in these integration processes for the first time. "We generally for the first time heard from Rompuy (the EU President Herman Van Rompuy - Interfax) at the power breakfast concerned reaction on the things we do and supporting words with compliments to the union", the President assistant said and added that such an interest was expressed in public for the first time.

In the second half of the day, the CIS/Eurasian Economic Community Interstate Council Summit will be held, where the leaders of Armenia - Serj Sargsyan, Tajikistan - Emomalii Rahmon and Kyrgyzstan - Almazbek Atambayev will join.

Besides, Anton Siluanov, which was appointed the RF Minister of Finance these days, will join the summit participants.

The issues of the Council activities further improvement will be in the focus of the summit. According to Sergey Prikhodko, among the most visible steps in this direction is the beginning of the functioning of the new Council body - the CIS/Eurasian Economic Community Court, which starts to operate in Minsk from January 1, 2012.

Private companies and businessmen will have a right to take legal recourse on all facts connected to discrimination, distortion of competition, and equal business rights. The leaders of the five States will sign the documents about its functioning.

During the Interstate Council Summit, the Privileges and Immunities Convention on will be signed, the legislation gaps will be filled in the sphere of immunities and privileges of the State-members representatives and Council officials.

The Interstate Council members will listen to the reports on work of the CIS/Eurasian Economic Community subsidiary bodies: Frontier Problems Council and State-Members Ministers of Justice Council, work through the package of the financial issues, in particular will approve the budget for 2012.
