Ministry of Transport Ready for Public Debate on Central Ring Road

The Russian Ministry of Transport is ready to open public hearings on the Central Ring Road (CRR) in suburban Moscow, Minister of Transport Igor Levitin told press in Gorno-Altaysk on Wednesday.

“We commence a major infrastructure project the Central Ring Road in Moscow, some 500 km long. We are ready to disclose the price of the land, the relocation of wires, pipes and cables, we are ready for a public hearing. There is nothing to hide”, said Levitin.

He noted that the price of land that the Ministry of Finance will buy for construction purposes differs greatly depending on location, which can affect the overall budget for the road.

“We have chosen the strategic locations, however land is valued differently. Why is it so? How was it valued? Unlike Europe, the cost of land and infrastructure that we have to purchase is included in the road costs. We are trying to budget it in somehow internally, but according to budget law, the costs will be included”, said Levitin.

Reports say that the CRR length is estimated at 522 kilometers, with 4-8 lanes, and 100-140 km/hr average traffic speed. The Ring Road includes 181 buildings and 31 turnpikes. The project start is slated for 2011, with completion planned for 2023-2025.
