Russian Direct Investment Fund Supports New Healthcare Chain

The Russian Direct Investment Fund will participate in the creation of a new chain of health care facilities, reported Alexey Ulyukaev, Chairman of the RDIF Supervisory Board and First Deputy Chairman of the Central Bank of the Russian Federation, in his interview to RUSSIA 24 TV Channel.

The new chain will be based on two existing chains – private and state-owned, uniting all the healthcare institutions of Moscow, he said.

According to Ulyukaev, demand for high-quality medical services is very high, though there is “a lack of decent offers”. “That is all a matter of management, business and financial supervision. We believe in this project,” said Chairman of the RDIF Supervisory Board.

The Fund has received USD 2 bn from the state at the initial stage, and has almost completed its work on the three projects, said Ulyukaev. One of them has already been announced – the purchase of shares of the integrated exchange MICEX-RTS that is expected to float by the end of the year “provided a favorable market”, together with the EBRD. The third project is connected with the electric power industry, Ulyukaev said.

“Overall, we would like to complete about 12 projects in 2012 and bring them to the legally binding contract stage,” he said.

The greatest Russian chain of private clinics is Medsi, owned by Vladimir Evtushenkov’s AFK “Systema” (RTS: AFKS). By the end of the 3Q 2011 this network comprised 31 medical clinics and 89 medical offices in Moscow and Moscow region, as well as 4 fitness centres. The annual gross of “Medsi” is about USD 50 mln.

In December, Evtushenkov announced Systema plans to invest over USD 500 mln in its medical business development in 2012-2013.

Systema stated that AFK is interested in attracting partners to “Medsi” and announced this intention several times. “However, we are not free to disclose names”, said Julia Belous, Head of the Systema press office.
